Disabled Veteran Benefits in Guam

Guam writes its veteran benefits into the Guam Code, and the list is short but real. It starts with the home: a veteran rated 100% or individually unemployable pays no property tax on the house they own and live in. The same rating waives the yearly vehicle registration fee, the driver's license fee is waived for honorably discharged veterans, and a 2026 law opened tuition-free credit hours at the University of Guam and Guam Community College.

Figures checked against Guam's own pages and statutes, October 2026.

Do disabled veterans pay property tax in Guam?

Not on your home if the VA rates you 100% disabled or individually unemployable. The veteran exemption has no partial tier for lower ratings.

100% or individually unemployable
No property tax on the home you own and live in
Surviving spouse, not remarried
Exemption continues

Real property you own and occupy as your residence is exempt from all property taxes when the VA rates you 100% disabled or individually unemployable because of injuries received on duty. Individual unemployability is in the statute's own words, so a veteran paid at the 100% rate through TDIU qualifies.

The exemption covers one residence per person and is granted only as long as the rating stays at that level. If part of the property is used commercially, only the part you live in is exempt. A surviving spouse keeps the exemption while not remarried. Guam defines that spouse as someone married to the veteran for at least one year immediately before the death of a veteran with that rating, or married to a service member who died of service-connected injuries on duty. Gold Star spouses and parents have a separate exemption on the home they own and occupy.

You apply to the Real Property Tax Division of the Department of Revenue and Taxation on its Application for Veteran Exemption, on or before March 15. The form asks for a letter of VA benefit information from the VA office in Tiyan. The veteran exemption names no rating below 100%. Guam's general home tax exemption, which is for the owner of a home they occupy, is a separate provision.

Is vehicle registration free for disabled veterans in Guam?

Yes, on one passenger vehicle, at a 100% or individually unemployable rating. The driver's license fee is waived for veterans whose service was honorable.

100% or individually unemployable
Registration fee and $36 street light fee waived
WWII, Korea or Vietnam veteran
Same waivers at any rating
Honorable service
Driver's license fee waived

Guam waives the annual license and registration fee for a veteran the VA has determined to be 100% disabled or individually unemployable. The waiver applies when the vehicle is first registered and at every renewal, for one non-commercial passenger vehicle. The same rating waives the $36 street light fee that is collected with registration.

A rating is not the only way in. World War II, Korean War and Vietnam War veterans registered with the Guam Office of Veterans Affairs get both waivers whatever their rating. Recipients of the Medal of Honor, the Distinguished Service Cross, Navy Cross, Coast Guard Cross, Distinguished Flying Cross, Silver Star, Bronze Star with V device or Purple Heart get the registration fee waiver; the street light fee waiver does not name them.

The driver's license fee is waived for veterans, in every class and endorsement, when the character of service was honorable. Take your DD-214 or military ID to the Office of Veterans Affairs for certification, then to the License Division of the Department of Revenue and Taxation. Veteran license plates cost no more than regular plates. The spouse of a veteran rated 100% or individually unemployable can get the license and registration waivers too, once the office certifies them, if they were married while the veteran was serving and before the injury, and the veteran served during World War II, Korea, Vietnam or the War on Terror conflicts.

Do veterans get free tuition at the University of Guam?

Guam law now exempts qualifying veterans from tuition for up to 90 undergraduate credit hours, but only after federal education benefits run out and only where a class has room.

Undergraduate
Up to 90 tuition-free credit hours, lifetime
Graduate (master's)
Up to 30 tuition-free credit hours
Per semester
No more than 18 credit hours

The Guam Veterans Higher Education Benefits Act became law in February 2026. It exempts a qualifying veteran from tuition at the University of Guam and Guam Community College for a lifetime total of 90 undergraduate credit hours and 30 graduate credit hours, with no more than 18 credit hours a semester. Graduate hours are limited to master's degree programs. The law sets no disability rating.

The conditions matter. You must have been a Guam resident with Guam as your home of record when you entered the service, be a legal resident when you apply and have a discharge other than dishonorable, or be a member in good standing or honorably discharged former member of the Guam National Guard or a reserve component. The exemption is available only after your federal veterans' education benefits are exhausted, covers tuition but not fees, labs or books, and depends on space being left after tuition-paying students register. You need a 2.5 grade point average as an undergraduate and 3.0 as a graduate student, and you repay the waived tuition for a course you fail or withdraw from.

The hours can be used by the veteran or allocated to a spouse or child, but the law lets dependents in only if the Commission on Post-Secondary Education finds the schools have capacity. The law says benefits start no earlier than April 1, 2026, and tells each school to publish its own application procedure, so ask the registrar where things stand.

Do veterans get hiring preference with the government of Guam?

Yes. Veterans who live on Guam get 5 points added to a civil service exam score, and veterans disabled by their service get 10.

Any veteran, 180 days of service
5 points on the hiring exam
Disabled as a result of service
10 points on a passing score
Business 51% owned by a service-disabled veteran
Wins the contract at up to 105% of the lowest bid

Government of Guam hiring gives resident veterans 5 points on the competitive examination. A veteran disabled as a result of service gets 10 points added to a passing score. If two applicants are equally qualified and only one holds a preference, that one gets the first offer.

You need at least 180 cumulative days of service and a discharge other than dishonorable. Proof is a DD-214, military ID, VA identification card or other official verification. The points are added on initial employment only.

Guam also favors businesses owned by disabled veterans when it buys supplies and services. If a business that is at least 51% owned by a service-disabled veteran offers what the government needs and can supply it in time, the agency must buy from it as long as its price is no more than 105% of the lowest bid. The business must be licensed and headquartered on Guam, and the owner must have filed Guam tax returns for three consecutive years. Professional services are excluded.

Is burial free at the Guam Veterans Cemetery?

Yes. Guam law says a veteran is buried in the Guam Veterans Cemetery without charge to the family, and spouses and dependents can be buried there too.

Under Guam law any veteran of the U.S. Armed Forces shall be buried without charge to the family in the Guam Veterans Cemetery. The cemetery is for people who served honorably, including the Insular Guard, the Guam Militia, the Guam Scouts and the Guam Combat Patrol, and for their spouses and dependents. The Guam Veterans Affairs Office, which provides the burials, lists eligible dependents as a spouse and minor children.

The office coordinates each burial, notifies the veteran's branch of service so military honors are rendered, and files the paperwork for the marker afterward. Cremation is offered through funeral homes, and the office provides the plot. Call the cemetery office to make arrangements.

These, and many more

Guam's Office of Veterans Affairs, in Asan, helps veterans, dependents and survivors present initial VA claims, and makes home or hospital visits to those who cannot come to the office. Guam law also directs it to help disabled and elderly veterans schedule medical appointments, and to help eligible veterans fill prescriptions and get non-emergency rides to appointments and pharmacies. Veterans can have the word Veteran printed on a Guam driver's license or ID card and can register veteran license plates on up to four vehicles. There are special recognition plates for valor awards and the Purple Heart, and Gold Star plates with the issuance fee waived. The university and the community college must grant academic credit for military training that meets their standards, without charging for it.
