Free and Discounted Lodging for Disabled Veterans

What your rating actually gets you

There are four separate doors, and almost every veteran travel article blurs the first two together. Knowing which one you are walking through saves a wasted trip.

Any service-connected rating, 0% and up

The 2018 Act took effect on 1 January 2020. It admits veterans with any VA-documented service-connected disability rating, Purple Heart recipients, former prisoners of war, and Primary Family Caregivers designated under VA's PCAFC programme. You do not need a 100% rating and you do not need to be retired.

If you are rated 0-90% you will not have a DoD ID card. You get in with your Veteran Health Identification Card (VHIC) plus a REAL ID-compliant driver's licence or a US passport, and you submit to a background check at the gate. MWR activities funded primarily by appropriations, and child development programmes, are excluded.

100% permanent and total

A smaller set of benefits needs 100% with the P&T designation - 100% schedular without P&T does not qualify. TDIU counts once VA has made it permanent. This is the tier that unlocks Space-A flights and Edelweiss Lodge in Germany.

Permanent disability of any cause

The America the Beautiful Access Pass is free for life to any US citizen or permanent resident with a permanent disability, and it includes 50% off federal campground fees. This matters more than most veterans realise, because the free Military Lifetime Pass covers entrance and day-use fees only and carries no camping discount at all. If you intend to camp, the Access Pass is the one you want.

An active episode of care

Fisher Houses, VA Hoptel rooms and Beneficiary Travel all hang off current medical care rather than a rating. They are free, and they are not self-bookable - a social worker or nurse case manager places the referral. The least-known piece is that VA Beneficiary Travel reimburses lodging and meals, not just mileage, when an overnight stay is required.

The overseas rule nobody tells you

The 2018 Act stops at the US border. Off US soil, base access is governed by host-nation law and international agreements, and on-base lodging is in practice a retiree benefit rather than a general veteran one. Navy Lodge Rota in Spain puts it in plain text: “Disabled Veterans (DAV): No base access, even with a military ID.”

There are published exceptions running in both directions. Dragon Hill Lodge in Seoul admits any veteran with a VA-documented rating. Edelweiss Lodge in Garmisch admits only 100% service-connected veterans - it is the single most commonly mis-stated fact in this whole subject, because every roundup article lumps it in with the other resorts. US territories including Puerto Rico and Guam are US soil, so the Act applies there in full.

How to read the colours

Green means the operator's own words say any service-connected rating is admitted. Amber means the law is on your side but the operator hedges or leaves it to each installation - phone before you drive. Places that turn visiting veterans away are not on this map at all. Nothing is marked green on the strength of what the law implies; it is marked green because the property published it. 364 of these places welcome any rated veteran.
