Disabled Veteran Benefits in Oklahoma

Oklahoma saves its biggest benefits for one group: veterans the VA pays at the 100% rate for a permanent, service-connected disability. At that level you owe no property tax on your homestead and no sales tax on up to $25,000 of purchases a year. Lower ratings still unlock real things: a $5 license plate at 50%, free hunting and fishing at 60%, and free state park admission for every honorably discharged resident. Here is where each cut-off falls.

Figures checked against Oklahoma's own pages and statutes, October 2026.

Do disabled veterans pay property tax in Oklahoma?

Not on their homestead, if the VA certifies a 100% permanent service-connected disability. The exemption covers the home's full value and passes to a surviving spouse.

100% permanent, service-connected
No property tax on your homestead
Surviving spouse of that veteran
The same exemption

This is the benefit worth the most. Oklahoma exempts the full fair cash value of the homestead for an honorably discharged veteran who lives in the state and has a 100% permanent, service-connected disability. That is the whole property tax bill on the home you own and live in, every year. The exemption also applies to the veteran's surviving spouse.

It is all or nothing. The exemption is written for the 100% permanent rating, and neither the Tax Commission nor the Oklahoma Department of Veterans Affairs describes a smaller version for lower ratings.

Two practical points. The disability has to be certified by the VA, and the Oklahoma Department of Veterans Affairs can help you get the certification letter. Then you file OTC Form 998 with the county assessor where the property sits, not with the state.

The sales tax exemption for 100% disabled veterans

At the 100% permanent rate you pay no Oklahoma sales tax on up to $25,000 of purchases a year, and no excise tax on one vehicle every three years.

100% permanent
No sales tax on up to $25,000 of purchases a year
100% permanent
No excise tax on one vehicle every three years
Unremarried surviving spouse
No sales tax on up to $1,000 a year

An Oklahoma resident with a permanent disability, paid by the VA at the 100% rate, can get a sales tax exemption card. It covers up to $25,000 of purchases a year, and stores are required to accept it. Your spouse or another member of your household can get an additional card and shop on your behalf.

It covers sales and use tax only. Gasoline tax and tobacco tax still apply. When you buy a car, a separate law waives the vehicle excise tax for the same veterans, on one vehicle in any three-year period.

An unremarried surviving spouse keeps a smaller version, limited to $1,000 of purchases a year. New applicants have to sign up with the Oklahoma Veterans Registry first, then apply to the Tax Commission online through OkTAP.

License plates and driver licenses for disabled veterans

A 50% rating gets you a disabled veterans plate, or a regular plate, for $5 on up to two vehicles. At the 100% permanent rate your driver license is free.

50% or higher
Plate for $5 total, up to two vehicles
100% permanent
No fee for a driver license, replacement or renewal

With a service-connected rating of 50% or more you can register up to two vehicles of one ton or less with either a disabled veterans plate or a regular plate, and the law caps the total cost of the plate at $5.

The Oklahoma Department of Veterans Affairs verifies the rating when you apply to the Veterans Registry. The surviving spouse of a disabled veteran who has not remarried, or one who receives Dependency and Indemnity Compensation, can have the plate on one vehicle.

At the 100% rate for a permanent disability, state law says you cannot be charged a fee to get, replace or renew an Oklahoma driver license. You have to be in the Veterans Registry to claim it. Once you are in the registry you can also add the Veteran identifier to a license or state ID card.

Do disabled veterans pay tolls in Oklahoma?

Yes. Oklahoma law gives free use of the turnpikes only to law enforcement officers on duty. A bill to add veterans rated 100% was filed in 2025 and has not moved since it was sent to committee.

The honest answer is yes, you pay. The turnpike law lets the Oklahoma Turnpike Authority collect tolls from everyone except law enforcement officers on official duty. It has no exemption for a disabled veterans plate or a 100% rating.

The Legislature has looked at it. Senate Bill 64, filed for the 2025 session, would have given free use of every turnpike to veterans with a disability of 100% driving their own noncommercial vehicle. It was referred to the Senate Aeronautics and Transportation committee on February 4, 2025, and the Legislature's record shows no action since.

Free hunting and fishing licenses and state park admission

A 60% rating exempts you from buying a hunting or fishing license. Every honorably discharged veteran who lives in Oklahoma gets free admission to state parks and museums.

60% or higher
No hunting or fishing license needed
100%
Also exempt from deer licenses
60% or higher
Lifetime combination license for $25
Any honorable discharge
Free admission to state parks and museums

If you are a resident rated 60% or more, you do not have to buy a hunting license or a fishing license at all. At 100% you are also exempt from deer licenses. You need proof of the exemption, which comes from the Oklahoma Department of Veterans Affairs, not the wildlife department.

There is also a lifetime option. The Disabled Veteran Lifetime Combination Fishing and Hunting License costs $25 at 60% or more and $200 below 60%.

State parks ask for no rating. All honorably discharged veterans who live in Oklahoma get free admission to state-owned and state-operated parks and museums. A driver license or state ID with the word "veteran" on it is enough; otherwise bring your license or ID and your DD-214. Campsites are separate: people who are 100% disabled get 50% off the campsite base rate, not counting utility charges, and have to show government documentation of the disability.

Is there free tuition for disabled veterans or their dependents in Oklahoma?

Not as a general state benefit. The State Regents' list of aid for veterans and their families has no tuition waiver tied to a VA rating. What exists is narrower: a scholarship for children of servicemembers killed in the line of duty, and the federal program for dependents.

Killed in the line of duty after Jan. 1, 2000
Heroes Promise tuition scholarship for children
Permanent and total
Federal Chapter 35 for spouse and children

The State Regents for Higher Education list the aid open to veterans and their families. The state programs on it are Heroes Promise and a tuition waiver for members of the Oklahoma National Guard. Nothing on the list is based on a disability rating.

Heroes Promise is for children of Oklahoma servicemembers killed in the line of duty after January 1, 2000, or who died of an injury from it. It helps pay tuition at a public community college or university. The student must enroll before turning 21, and it lasts up to five years.

An older law gives veterans tuition-free attendance at state technology center schools, but it is a Vietnam-era benefit. It pays one month of schooling for each month of active duty between August 10, 1964 and December 31, 1976, up to 36 months, and it has to be used within fifteen years of discharge.

For your family, the money is federal. If you are rated permanently and totally disabled, your spouse and children may qualify for the VA's Survivors' and Dependents' Educational Assistance, also called Chapter 35.

Does Oklahoma tax military retirement or VA disability pay?

No. Military retirement pay has been fully excluded from Oklahoma income tax since tax year 2022, and VA disability compensation is tax-free.

Military retiree
100% of retirement pay excluded
Any VA rating
Disability compensation is tax-free
Active duty, Guard, Reserve
100% of military pay excluded

Oklahoma used to cap this. The current rule is simple: beginning with tax year 2022, each person can exclude 100% of military retirement benefits from Oklahoma income tax. The pay has to come from a component of the U.S. Armed Forces, and you claim the exclusion on Schedule 511-A of the resident return.

VA disability compensation is paid tax-free. Oklahoma's own Department of Veterans Affairs describes it the same way, as a monthly tax-free benefit.

If you are still serving, an Oklahoma resident in any component of the Armed Forces can exclude 100% of taxable active-duty pay, and that includes Reserve and National Guard pay.

These, and many more

That is the big money, not the whole list. Oklahoma also runs state veterans homes, a state veterans cemetery in Ardmore, an office that arranges interviews for veterans applying for state jobs, a bid preference for service-disabled veteran businesses, treatment courts with a veterans track, and service officers who help you file VA claims. Which of them you can use depends on your rating, your family and whether you own your home.
